I am no pro at fixing bikes but I know my 2005 cbr1000 had a signal relay that is located hear the headlights, there might also bea fuse for your signals.

I have checked the fuse and I have read that there is a signal relay near the headlights what exactly would I be looking for to be wrong with this relay?

well if you find it inspect it, an easy way to test it without having to look up the wiring schemadic is look to see if you have another relay that is the same and switch them to see if your signals work, to make sure the relays are the same look closely at them and there should be some numbers on top as a part #. Do you have a 12 volt test light or a voltmeter by any chance?

Well first... have you tested if the lights actually work? If they're both good your best bet is to find some type of wiring schematic cause if you're planning on having the bike for a while you're going to have more wiring problems sooner or later. Signal relay should be easy to change.
