if your bike has a fuel pump, i would swing towards that being the problem, otherwise something with your carbs, could possibly be a dirty fuel filter slowing the fuel down from reaching the carbs when you only have a limited amount of fuel, also try flipping your on/off/reserve valve under the tank to reserve or on whichever is opposite of when it doesn't want to start with half a tank and run it for a while, see what happens

Reference your manual on that one...I would agree however that it is a fuel related problem and would start with the simple things first. Some bikes have a screen inside the tank to trap sediment and contaminants in the tank from passing through the fuel tap...does fuel flow freely through the tap (valve)? I would check that first..if fuel flows fine through there I would check the fuel filter and pump. My manual has specs for minimum fuel flow from the pump and has directions on how to test it, again check your manual. If its not a fuel flow problem it could be a problem with your fuel mixture / carbs. Does the problem happen only when you have half a tank left?

Surely if you don't have EFI it more than likely is a carb problem but could be as easy as the on/off reserve switch being not fully open or closed.
