Default Ticking sound(maybe cam-chain?)

I have a 1996 CBR F3 and when i start it up i hear this ticking sound probably from inside the engine when i rev it up and let off i hear it tick for a little bit it does it in intervals though its not constant, what do you think it could be? I asked a guy at moto primo and he said it was that the tensoner was bad, and that ill need a new rail and probably a chain. Is it possible to just tighten the chain without replacing anything, if thats even the problem. And how would you go about doing that?
