Default Running lean? Low battery? Clutch?

Bike is a 95 F3...
Couple quick things about it. It is a streetfighter so I removed the gauges. From the air control valve relay, I grounded the solid pink wire which typically goes to the gauges. Neutral switch wire was also removed and grounded because the safety switch went out. Bike wouldn't start so I jump started it with a trickle charger. Rode the bike around the block and 1st and 2nd gear for the most part were good. I would shift into 3rd and get the rpms up and even at WOT the bike was sitting steady at around 7k rpms (no gauges hooked up so just a guess). Is this just a battery that just needs to be charged? Its going to get fully charged over night and try again.

May be unrelated, but my rpms seem to hang when in first slowing to a stop with the clutch pulled in. I have read this could be a lean issue. Fuel pump switch replaced, new spark plugs, new fuel lines and fuel petcock. Large drain hose at the bottom of the tank is hooked up but the small hose is not (threw it away on accident). Any help is much appreciated...

What speeds are we talking when you test rode it around? Neighborhood/city speeds?

Hanging RPMs on decel usually means it's a sync issue. There are vacuum tubes that get easily pinched when putting the tank back on as well. You can also just delete that air valve solenoid, which takes the guess work out of it

Pulling and inspecting your plugs is another way to diagnose A/F tuning.

I'd suggest going through a troubleshooting list to eliminate possibilities.

Ive been reading about this air valve delete and that seems to be the route im going to take. The spark plugs were just replaced today. Hope to respond to this post soon with good news.

I don't think removing the solinoid is going to solve your problem. Rather I think it's going to add another variable in your troubleshooting. Get your issue sorted out 1st then remove the solinoid. My bet is what Conrice has already said, pinched hose or unsync'd carbs. And as he also stated what did the plugs look like? They are the clearest indicator of the root issue.
