Yup, the III USB would work just fine for you. The V has more parameters that it measures on, but for every day riding on the street, you'll be just fine with the III USB. The PC V lets you have auto-tune with an O2 sensor, and I *think* you can run multiple maps with what they call a multi-function hub.

No, the III USB would NOT use an O2 sensor. Ideally, with both, you'll need a custom dyno-tune. The dyno-technician will stick an O2 sensor into the exhaust to measure your A/F ratio while he sets up your custom map. With the III, you'll have your map and then your MAP and IAT will make the slight adjustments. With the V, your MAP, IAT, and O2 sensor would make the slight adjustments.
The extra parameters for the V are, for example, individually being able to adjust each cylinder as opposed to one overall map for all 4 cylinders with the III. The V makes also allows for more parameters for more throttle positions, and more parameters in more individual rpm values. And you could do multiple maps, so, you could have a "rain" map and a full on sport map.
Overall, I don't see the added benefit. It's very minimal, if I could save money by using the III, I would. It'd be fine until you're at the pinnacle of racing. And, it'd be fine for the street too.
