The R/R sounds like a mighty good place to start. Possibly a voltage spike that should have been smoothed (regulated) by the R/R. It didn't pop any fuses when it got really bright? Wierd...
I can't think of any other logical explanation. It would have to be downstream from the R/R, otherwise the R/R would mask the issue.
