Run your low beam hot wire and ground to your low beam. Then, run your hot wire high beam to your high beam and a ground wire. Then, install a relay between your high beam hot and low beam hot. When your low beam is switched to high beam, your high beam will trigger the relay and light up both lights. Im not sure if the high beam wiring can handle both lights on at the same time through one set of wires.
An alternative would be to run a new set of wires from an ignition hot to your low beam light This way, your low beam will always be on when the ignition is on. Then, hook up your high beam wires to your high beam headlight. When you switch on your high beam, it will come on and since your low beam is always on, you will have both on for high beams. This is probably the easiest and cheapest way to do it.
