Default Hot starting problem

I have an 89 CBR600F First start of the day and everything goes great, but after any ride over 10 min long the bike fails to start up. The starter will spin, but very slowly. The engine fails to catch, so I have been having to bump start it. I did i voltage drop test from the battery to the starter and i'm losing about .2-.3 volts. Is this significant?

Not sure if this is relevant or an entirely different problem. A week ago or so I noticed that a connector was covered in what appeared to be oil. I was going to open it up and clean it, except it had more or less fused together from heat. This connector was for the 3 yellow wires of my R/R. I figured it was just the oil in thew connector that had caused resistance and allowed them to fuse so I crimped them up with a butt connector. after I started her up I noticed a burning plastic smell. So I guess this wasn't fixed. Anyways my battery sits at about 14- 14.5 volts when resting, i'm sure this is too much. am I looking at a new R/R?
