Question Starting Problem HELP!!!

Bike: 2000 CBR600F4

Problem: Bike won't start. I recently moved and had to drain all fluids. Once I had time I added fluids back to the bike: antifreeze, oil, and gas. Put in the battery, keyed it on and heard a buzzing from the turn signal relay. When I pushed the start button, a buzzing/clicking came from the starter magnetic switch. I replaced both and still had the same problem. The bike was not turning over at all during this. I attempted a push start, didn't fire. But now it will turn over when I push the start button but it will only turn over once the the starter magnetic switch starts clicking loudly again. I pulled the plugs and pushed the start button, biked turned over with no problems. Reinstalled plugs and it's back to only turning over once.

Help please!!!

im by no means a bike expert but to me it sounds like a dead battery with the plugs out there would be no compression so it would be easier for it to turn over, just my thoughts

It still does this with a jump box connected to the battery and directly to the battery cables and battery removed.

it takes a minute for the fuel to catch. I remeber when i painted my tank i ran it out of fuel and it took more than a few cranks to get it started.

if its not starting i would pop the tank off and gravity feed fuel to the carbs. After that you will know if its fuel or not.
