Default Gas pump problem, help please!

I have a 99 cbr600F4 and at first I thought the carbs was gummed that's why the engine won't stay idle and keep dying or died as soon as I opened the throttle or won't start no matter how much I cranked it. I checked everything I thought was the problem...the spark plugs, air filter, carbs (I cleaned today) so finally I check the gas pump and saw that the gas pump only pump a little when I turn on the bike and then stop pumping. is the gas pump supposed to keep pumping gas the whole the bike is on?? also I check the wire plug thing that the gas pump is attached to to get electricity from using an electricity conductor light bulb thingy and it lighted for an instant only...which I think it means electricity only passed through to the gas pump for an instant...is there a fuse for the gas pump?? if yes where is it? have anyone ever had this type of problem before? Please help, I am not quite sure what to do from this point on...
