Default Front Sprocket Question

If you drop a tooth on the front sprocket to make a bike faster, can you put a front sprocket on a bike with more teeth to tame it?

my understanding is yes, one rule of thumb is for every 1 tooth removed from the front is like adding 3 to the rear and adding 1 to the front is like removing 3 from the rear.

You're going to lose top end going lower in the front.
