Default Fouled or flooded?

I'm pretty sure that I have flooded the F2. Before I try it again with the new plugs, is there anything I need to do to clear out any excess gas.

Nah, the gas will either evaporate or end up in your oil. If you have recurring problems with flooding you might want to change the oil. Is your bike jetted or are you running stock carbs?

It gets a little complicated. I have a CA model which I dropped, switched out engine and cdi from 49 state model. I still have the stock CA carb minus all the emission stuff, blocked the holes. The pilot is opened an extra 1/4 turn. I do have spark and I can hear gas going in when I try to start it, but it won't even sputter, just turns and turns. I have a feeling I should just go ahead and get the 49 state carbs, but I thought I would tinker around first to see if I could use them. I know the only physical difference other than the holes are the main jet, but that shoudn't stop it fron starting. Any help would be much appreciatted.
