Default How to tell if flooded?

My bike started the other day and now it won't start. It seems like it's not firing. How can I tell if I flooded it? Also carbs are getting gas so it might be coils and or spark plugs.
But how can I tell if it's just flooded?

To "check an engine's health" , always pull the plugs first. This will also reveal how the carbs are jetted/adjusted.

Ok so plugs seem to smell way too gassy. Since the bike is literally all back to gether, minus the radiator (to get to the plugs) and side fairings, is there a way to adjust the fuel mixture without taking everything apart?

What color (black, soot, grey, tan) residue is on them? Are the insulators still white?

Plugs are fouled. You may be able to clean them up,that'll help buy some time.Tan/light brown is what you want the color to be.
