Default Clutch Lifter Trouble

I broke the Clutch Lifter Arm on my CBR 600 F4, I got the new Part, but I'm having trouble putting it back together.
I'm just trying to put the Clutch Cover back on, engage the Lifter Arm while doing that. Then connect the cable and should be good to go.

The problem is getting the Lifter to engage properly. My manual just says to turn the Arm Clockwise while putting on the cover.
I've done that, the cover was on and it felt like the Lifter was enaged properly, but the problem is that the arm won't rotate enough.
The arm stops rotating pointing staight towards the center of the bike; Perpendicular to the center line of the bike.

If I was to connect the cable and pull, It wouldn't be able to move and I'd be afraid to break something else trying it.

Maybe it would help me to know how the Lifter Peice functions with the Arm. When the Lifter Arm rotates from the cable pulling it, what does that do to the Lifter Piece?
Does it Pull it in or out or what?

I'll try to get a little video to better show whats happening.

advanced bunch of people! when you say clutch lifter arm ...the hand lever? or is that an internal part? i'm curious to see what the problem is and what you did to fix it.

When you pull the hand lever, the cable pulls on the arm, which rotates and pulls on the Lifter Piece internally. Which pulls the plates apart to disengage the clutch.
I broke it at the bottom of the shaft where it engages the Lifter Piece.

I just played around with it until I got it to engage properly, it was a little stiffer than it was before. That's why I thought there was more of a problem then there was.
