CBR F2 all sorts of problems
the carb diaphrams may have a split or streched. or the pilott jets are still blocked ,
or there is a air leak on the inlet rubbers to the engine ( get it running and spray wd40 around the carb inlet rubbers if it makes the reves drop you have a air leak )
is the fuel old ??
is the fuel line, not kincked or very soft ( will collapse under presure )
is the fuel filter clean and on the right way round
is the breather pipe on the tank ok
is the choke switching all the way off
is it jetted right / are the flote hights right
is the exhaust in good condition ( not blocked ) or not much back presure / cut / unbaffled ect
iam not sure if they have a throttle sensor on the carb end ( if so make sure it pluged in )
if the choke plungers are dirty they will not shut right and let air in to the mix,
it sounds like your pilott jets are still blocked or air is getting in to weaken the mix in low reves then the main jet will take over at higher revs ,
pilott jets = tickover to 1/8 throttle = needle position in main jet = 1/4 to 1/2 throttle , 1/2 to full throttle main jet
all the jet settings over lap and add to each other as the throttle is opend to give the over all fuel mix for the carbs , if one is out it will mess up the mix in that rev range and put the carbs out, after market exhausts and k&n filters can affect the carbs mix.
clean out each choke plunger
cheek the flotes are not sticking or holding fuel ( cracked or dirty )
also the flote needles are seating shut and clean
take out the atermizer housing ( the main jet sits on it ) it will have holes all over the sides of it, there maybe a seal or a soft washer it sits on,
air / fuel mix screws ( under the carbs NOT ON THE BOWELS ) have small rubber seals and washers in there holes if they do not come out with the screw , use a fine wire to hook them out , then put them on the screw when potting it back in,
WHEN TAKING THEM OUT !!!
COUNT HOW MANY TURNS IN THEY DO UNTILL THEY LIGHTLY STOP ,
AND WRITE IT DOWN FOR EACH CARB, THEN YOU CAN SCREW THEM IN ALL THE WAY AND JUST UNSCREW THEM BACK OUT TO YOUR SETTINGS , EACH CARB MAY DIFFER !

Well turns out it was a vacuum leak on my throttle positoning sensor
Carbs still need to be synced a lil more accurate but it drives and response amazingly I want to thank everyone for ur help and I deffinatly know my carbs now concidering I have torn them apart and on and off the bike numeriouse times
