i feel like what hes trying to say is it doesnt turn/crank at all. Like a jammed effect i guess i a good description. If you think its flooded, pull out your plugs and try cranking it over, if you spew gas everywhere (and it will spray everywhere) then you know you filled a cylinder. and if you filled a cylinder then you need to find out why it did so. I.E no spark etc.

I flooded the #4 on my dune buggy one time (vw motor) Pulled the plug out jumped the starter, and the gas that flew out nearly took my head off. Was like a fire hose spraying.

Alright i pulled the plugs and they werent wet. When i was putting the bike back together i decided to put some starter fluid in it then once i put the gas tank back on she acted like she wanted to start up the first couple times then nothing. Im thinking the spark plugs might just be worn or the fuel filter is clogged somehow. It just seems like its just not getting enough/no spark or its not getting enough fuel. Any ideas???

Wet spark plugs? Hey take a picture and load it here...if it's not oil, it's gas...flooded.

When was the last time you changed the spark plugs?

I just bought new spark plugs today and changed them out. I pulled the last spark plugs and they were not wet at all. When i put the new spark plugs in it acted like it wanted to start but is also acting like its not getting enought fuel.

open the drain screws on the carb float bowls and see if any fuel drains out.. it sounds like there is a fuel delivery issue to me, and I suspect they will be empty or very low on fuel. If so check the petcock & fuel pump to see if the pump is actually supplying fuel to the carbs first.

The float bowls are at the base of each carburetor. There should be a small drain opening with a screw next to it that you can back out to allow fuel to drain from them. If they are empty or near empty you have a fuel delivery problem.

You can also try the starting fluid through the carb intakes again and just use a little more than you did last time. It won't run well or for very long at all, but if the engine attempts to start or runs briefly the ignition is working which means it is most likely a fuel issue.
