Default bar-ends! little threaded plugs?

QUESTION:
do you guys have little threadid plugs a bit back inside the bar? i wanted to put on bar ends, and i found bolts that fit through mine and thread into these bits inside the bar, but the threading inside just spins before the ends tighten down. did these come w. the bars or are they remnants of an old barend system? how do they come out? not by pulling on the bolt thats threaded in to them.
any HELP?

They are vibration dampners from the factory, you will have to remove the throttle to get at the keepers and roll up the right grip. There are holes in the top and bottom of handlebars that retain these, May need some help and a slide hammer to remove. Holes are about an inch from the end of the bars

Did you try holding the bar end (dont let it spin) while tightening the retaining bolt?
