929 fuel pump not coming on when turn on key . Has new ecm,new battery . Crank pulse generator works , cam pulse generator works .5 volts on all signal wires . 12 volts to coils . cant find any open circuits . If ground fuel cut relay fuel pump runs . No peak voltage / drops to 9 volts , should go up to 100 volts . HELP
