Do you ever hear your fan turn on? It is supposed to come on at say 225/227.
If your fan is shorted, or the wiring to it, then as soon as it tries to come on the wiring will get really hot and the bike ecu and sparks will lose power, draining the battery. Open the fuse to the fan and check the resistance. Also check if the fan is jammed!

Thermostat, water pump or fan. And whoever it was that had the bike to 250 without shutting down ... damn that must've been a sputtering beast. Mine hates running anywhere in the 200s.

At around 228F I begin to experience low rpm driveability issues too.

sounds like a failing fuel pump, but the heat issue is what's weird.

okay, I've went out and measured the voltage from the battery.

When the bike if off, the battery puts out 17.3

when the bike if on, the battery puts out 16.8

which I kinda figured something was weird.

What do you think?

That's way too high ... you got a bad regulator/rectifier. Might as well change out the alternator also.

Either your measuring equipment is faulty or the battery is faulty.

A battery can't put out that much if it's a 12V. It'll go up to 14 or so, that's it. Did you put a 24V battery in there?
+1 on a bad measuring instrument.

Not to be nasty or anything, but if you can't figure out what your battery's voltage is, it's very unlikely that you're gonna solve a difficult problem like the one you're having. Odds are you'll just destroy something else in the process. If your bike quits in a corner it could be disasterous. I would get someone who knows what they're doing to look at it.
