On the end there, should a cotter pin or something be in there? Is this dangerous?

Nope. The hole is to keep it from spinning when you tighten or loosen the axle.

The hole is normal. The cobwebs and crap hanging from the fork are not. Ride your bike!! Or at least clean it

She's ridden every day, multiple times For the life of me, the cobwebs just don't go away. You'd think they'd blow out on the highway! Cleaning on the other hand, I neglect lol
