Default Cant accelerate past 6RPM

I have a 2001 Honda CBR600F4i with 21000miles and It will not accelerate past 6rpm's in each gear! So I cant go any faster then 80-86mph in six gear. Once I reach 6rpm's it starts to putter until I switch gears. I have a shorty exhaust tip on the bike and I tried to switch back to the stock exhaust and its worst! ANY GUIDANCE WOULD BE NICE.

Sounds like a fuel delivery problem.

Check your fuel lines, injectors and FPR.

Sniff the oil, does it smell gas?
No problem in starting cold?
Erratic idle?

Go from there...

Yea, it could be your fuel preasure regulator, that is a common problem. I had to replace mine. My gasmilage went straight to hell and it was very rough and choppy thru the revs.

Considering stock 16/46 gearing is 7k at 85mph I doubt your getting that high if it cuts out at 6k. Regardless, its obviously a fuel delivery problem.

There are several different licence bands, if you are young you are restricted to 33bhp by way of ECU modifications, carb/throttle body restrictors or throttle stops. If someone under 21 passes the test they are stuck on 33bhp for two years, these bikes normally hit about 100mph before running out of power. After the two years they can take the restrictors out, if they are over 21 they can take the test on a faster bike and ride without restriction. It's a retarded system brought in by the EU ***** and it is set to get even more complicated when the UK government bends over even further.

The oil doesn't smell like oil, no problems starting in the cold, and when I first start the bike my idle is at 3,000RPM's and drops to 1500RPM's after its warmed up. Im living in the US so it cant be a UK governer.

I meant oil doesn't smell like gas! LOL I have found that in order for me to get over 6,000rpm's I must milk the throttle. Meaning I can't just punch it I have to gradually apply a little throttle, little by little.
