I would look at it this way, the bike is setup correctly and if you mess with either the front forks or rear of the bike, you will throw it off. If you lower one, you should lower the other the same amount. If you lower the rear and leave the front, your turn in will be slow and if you do the opposite, the turn in will be faster, but could also cause the bike to become unstable if lowered a lot.
