Actually it will run lean! You are moving more air and moving it faster (theoretically) so you will need to add fuel to compensate.
The more air you move IN or OUT of an engine or the faster you can move it in or out, the more fuel you need to add to keep the A/F ratio close to correct.
If you don't install a PC your bike will run rich do to less back pressure.

Oh .........Looks like I missed your post.

They run rich on top, but lean in the middle for emissions testing. The rich on top is to keep the motor cool because of the giant lean spot in themiddle. It will run MORE lean in the middle with a slip on/full system creating an even more noticable flat spot. The PC isn't just about extracting peak power, it's about the smooth delivery of a little more power.
IMO.......if you have the money, worth it.......if you're broke, dont bother.
