What these guys are trying to tell you is you need a tap and dye set. You drill a hole in the bolt and then you take a bit from the tap set that is threaded counter clock wise (ie left=tight -- right=loose). Put it in a drill like your going to drill a hole with drill head spinning to the left which will draw the bit in to the hole in the bolt until it can't anymore causing the bolt to spin in the proper direction to back it out of the hole.
If that doesn't work put a torch on it to get it hot which will help it to back out if its froze up. By the way don't use a cutting torch, use one of the propane torches so you don't accidentally cut the frame.
If that doesn't work you will have to drill the broke bolt completely out and then use the tap set to re thread the hole to a bigger bolt size. <==I recommend that if it comes down to this take it to the shop.
