Default Is this normal?

So on my 2003 F4i, When i turn the throttle, the first 1/6th of a turn doesn't do anything, it is absolutely not turning the throttle body there is no resistance at all. Twisting the rest of the throttle is normal and smooth. so is that normal?

there is some play in the throttle before there is resistance..you can adjust it to your like though. I like a little play before the throttle catches.

Also you want a little play in the cable because as you turn the handle bars one way or another it tightens up and could cause the bike to accellerate during a turn.

1/6 of a turn sounds like you have excessive play in your throttle. The manual states that freeplay should be at 2-6 MM (1/4" max). You can perform minor adjustments from the handlebar end, otherwise you'll have to adjust it at the throttle body side. Section 3-4 in the Service Manual.
