I'm not sure that the spring on the Idle Adjustment cable is going to affect his idle bouncing around. The throttle body return springs would be responsible for returning it down to idle. How low it can get is based on how far that idle adjustment is screwed in. The spring on that cable keeps tension on the threads/screw so it doesn't move on it's own.
