I had the reverse problem when I was checking my air filter. I had trouble lining up the top bolts.. So what I did was loosen the bottom ones, fiddle with the tank, and got the tops to line up. And from there, the bottom ones lined up fine. Just make sure neither the top or bottom, is fully tightened before trying to line the other side up.

What I did for mine was get the lower bolts started by a few threads and then go to the top. With the tank lifted, try and start the upper ones the best you can. My tank is all bent up so that's why mine isa bitch but it has worked for me a few times now. Be careful and patient with the front ones because those damn spacers will fall out every time you lift the tank too high. Hope this helps.

For some reason, it seems that it's meant to be installed vertically. Like you can't install bottom then top or vice versa. (I know that doesn't make a bit of sense) Glad you got it worked out.
