I've had a tourmaster heated jacked for quite a while and it works really well. It depends a lot on just how cold you're planning to ride, though. And how far.
Rain gear makes a big difference, too, as does a good pair of gloves. I've always found that sub-zero gets my chin, hands, and knees the worst.

The commute is 117 miles round trip...Seattle area. It is about an hour each way, mostly freeway. I've been layering with my Olimpia rain gear over the top. I also have gortex alpinestars leather gloves and polar hands. I ride till it's close to freezing...lots of fog in the morning, and rain often. I feel it in my fingers the most...thinking of going with a jacket liner and gloves at some point here, just didn't know if the bike was OK with the extra electrical load.
