Default chain tension problem

This is a problem with the drive chain, not the CCT problem. I've owned my F4i for about 9 months now and went to adjust the chain tension, was a bit loose, a few days ago. I loosened the axle and gave it a little adjustment, checked wheel alignment and torqued the axle back down. I went riding for a bit and when I stopped for a drink I noticed that now the chain was EXTREMELY loose! I limped her home and took it back apart and adjusted it again and looked for the problem. I found that on the exhaust side the adjustment bolt, which has no nut and is threaded directly into the swingarm, was the cause. Where the bolt comes through the bracket there is a portion of the bolt that is not threaded and appears to have a built in spacer/washer on either side of the bracket. This is the same on both sides so I assumed then and later found an exploded diagram that confirmed that is supposed to be like that. Well it seems the promlem is that there is 'play' in that area. ie. when I adjusted it forward, removing slack from the chain, then tried to change directions and add slack it will turn about 3/4 to 1 whole turn before tightening and actually making the adjustment. So when I get it right and get on the road it simply works loose and there is again way to much slack. Now it seems that both sides are doing this. Is there some sort of known issue? I asked a local shop and they didn't seem to know what I meant and when they looked at it said they didn't see the problem and I didn't have time to really show/explain it to them very well. I think for now I'm gonna try and simply back the bolt out of the swingarm and put a nut on there to tighten and hold it in place but would like to know the real answer if possible.

Are you missing an adjusting bolt from one side? I think i read that somewhere in your monster paragraph, but couldn't stand to re-read all that.....

Take a picture maybe?

The tensioner bolts are to do just that, adjust the chain tension. Then the axle bolts lock that setting into place.

I've never seen an axle bolt then didn't have a nut on the other side.
