If the volt-meter is reading 7.6 then you have yourself a low-charge battery.
Doesent mean that it's a bad battery, but a regular battery should read above 12V.
It could have a low charge if its been sittin for a while.
Try charging it first, then test it with the volt-meter.
Run the bike, and if the battery looses charge again, then you have a good chance that your battery is defective or dead.
The battery charger is even cheaper than the volt-meter, lol, I only comment this because since you bought the volt-meter, you might as well buy the charger too. Also a very good investment.
I bought a trickle-charger at Wal-Mart for $19.95.
