01 600f4i electrical problems

Im having (what appears to be) electrical problems with my 2001 honda cbr600f4i.
The bike will not start with the starter but it will start when I compression start it and the bike will run but power will cut in and out constantly every second or two to the point where it cannot be rode. Listed below is the stuff I checked on the bike so far and I have had no luck fixing the problem.
-Took the battery out of the bike and fully charged it and put it back in, wont start.
-Tried to start the bike with the charger hooked up to the battery, wont start.
-Held the voltage meter on the battery with the key in the OFF position and the charger hooked up and it read about 13.5V, when I turn the key to the ON position the volts drop to about 9.5V. (Im thinking that theirs a short somewhere)
-Checked the current leakage with everything hooked up, with stator disconnected, and with regulator/rectifier disconnected, readings are within tolerance.
-Checked the resistance in the stator, readings are within tolerance.
-Unplugged the stator and tried to start the bike, wont start.
-Unplugged the regulator/rectifier and tried to start the bike, wont start.
-The relays appear to be working because I cannot see them but I can hear them click.
-Unplugged the (+) cable going to the starter and compression started the bike and power would cut in and out.
Like I said above I think that there is short somewhere on the bike.
Any suggestions or tips would be greatly appreciated.

Thanks for the reply madhattr059. I followed and checked all the charging system components and they appear to be fine. My problem is that I have the correct voltage at the battery with the key in the OFF position but when I turn the key to the ON position I immediately loose about 5-6 volts (with and without the charger connected to the battery) which tells me I might have a short somewhere. From the researching ive done so far it looks like I should check the headlight connector and the starter switch connector for potential issues???
