Won't start - No Fuel?

jnic, i have a similar problem, my bike won't start.
when i tried to start the bike a week ago i can't start it, so i think, it need maintenance, and, took off all fairings, etc,etc.
i do this:
1.- Change Spark plugs
2.- change Spark plug caps
3.- change oil and filter oil
4.- clean carbs and air filter (like the sticker thread)
5.- clean gas tank
6.- and check the R/R and CDI wire system, because the bike had some bad wires and i change them.
when i finish i try to start the bike but the bike wont start. the starter motor turns but wont start the bike, i checked every electrical test and it's ok (spark, R/R, Generator, kill switch), but when i press the start button on my carbs only the carbs 2 and 3 suck air the other suck poorly. have an idea?
