If you look at the stopper arm, it should have a spring that pulls it against the cam. Is the spring there and is the wheel on the arm in good shape? Can you manually change gears and observe the cam/stopper in action?

The spring on the arm and the arm are popular items to upgrade. The upgrade is a better bearing stopper arm and a heavier spring to keep the arm from bouncing out during hard shifts. could be that your spring is cracked or weakened.

How many miles have you put on the bike?
