Is there any value in adding another ground path in the cowl, on the front side of this connector, by splicing in a lead with an eyelet to chassis ground the harness?

as long as its just a ground, no it wont hurt anything. i ground is a ground. thats all

There is a wire on the right side of the bike, as if youre sitting on it, that runs in the main harness. pull off the right side fairing and you will see a big wiring harness towards the radiator. unplug it and make sure none of the connectors in the plugs have burned up or melted. i had one burn up that was caused by a bad connection. my bike would come turn on and turn over but you never heard the fuel pump prime and it wouldnt start, horn and signals and brake functioned properly.
This is the same thing that happened to my bike...I checked all wires running through the connector (this is the big connector going to the front of the bike) with a meter and was getting 3000 ohms across one wire (the wire going to the angle bank sensor, of course). I pulled the connector apart and it was majorly corroded (rain?). I just cut the wire and spliced around the connector and it was fixed.
