Exhaust rotary valve?

Default Exhaust rotary valve?

New to Hondas. Found a 2003 954rr for sale for 2500 bucks guy says nothing wrong with the bike other than the exhaust rotary valve has been removed and says it has some odd cold starts for a few minutes then its fine. Ive tried researching this and found a bunch of back and forth. I just want to know if this is removed does it affect the bike in a bad way? I read where people were disconnecting cables, removing air flap, etc.

Lose some bottom end, has he put a Fi eliminator on to get rid of the code, and does he use a Power Commander to help it along

I haven't talked to him yet. So idk the exact details on what's done to it but if they only have the valve removed what would I need to do to have no problems? Don't know if that makes sense.

Could be he's just left the butterfly at 180 degree's optimum position , be worth finding out
