I also have a pciiir and yes it is nice to be able to adjust timing.I did like conrice did and thought I had a great set up,then I went to a place that had dyno runs for $20.00 and was disapointed what I saw.My air fuel was all over the place. The first run my bike produced 135 hp.The tech did a custom tune and then I got 151 hp.Now I know all dynos are different, but either way thats a 16 hp difference from what I thought was good.

Proof if ever any was needed, that a PC without dyno runs and expert tuning, was a bit of a waste. If you don't measure, how can you improve?

No, your bike will be running as Honda intended. But manufacturers have emmission targets to hit - bike tuners don't, so they usually end up enrichening the air:fuel ratio to get the best power from the bike (there's more to it than just that though).
