easiest way to tell if the FPR is bad is if the bike's pump doesn't stop priming when you get ready to start the bike. but if you've pulled the vacuum line off and no fuel is there - the diaphragm is good, the FPR is good. so that's checked off.
the best thing to do is a compression test - dry and wet. then that'll give you an idea. if your dry and wet numbers are close - it's not the rings, and so you could have a malfunctioning/leaking injector.
if your wet numbers are much higher than the dry - it could be your rings....
that's where i'd go next. it sounds like you already have the airbox off (or at least, i can't fit my hands down there to check the FPR with it on).
any pics of the plugs?

checked the plugs, i could not get a pic of them. two are really black and wet looking and smell of fuel more than oil. one looks the same, just not as bad. and the last one looks like its burning ok, its a tanish brown color with a little black around the lip of the threads at the electrode tip (gap side). non of them really smell like burnt oil, just fuel mostly.

if sitting on the bike going from left to right im guessing its 1,2,3,4. im not sure on this bike. cant tell by lookiung at wiring diagram. 1and 2 are black and sooty the worst. 3 is almost as bad.4 is close to normal.
update- i did a check on the map sensor. went and bought a hand vacuum pump just now, hooked it up to the map sensor. out of the three wires i found the 5 volt wire. its yellow and red. i assume its going to the computer. i hooked up the posi from the volt meter to the sensor, connected the ground. as i pumped five pounds of pressure into the sensor, the voltage does not drop at all, it stays the same. is this a faulty map sensor? will this cause the bike to run rich?

after searching for hours, testing switches and sensors, im now looking for a vaccum hose diagram i cant find anything to answer my question. looking closly just now i found that the vent hose off the bottom of the gas tank is not connected. it goes to the ground and then into a tee that goes up towards the throttle bodies/ fuel rail area. its not connected at this end either, these have been unconnected for some time now, i can tell by looking at the ends closly. where does this connect to??? this might be my problem?? thanks.

another thing is, ive checked the map sensor with a volt meter and vaccum pump. out of the three wires ive found the one going to the cdi/ computer (yellow with red stripe) is at 5 volts exactly. when i turn the ignition to on and pump five pounds of pressure into the map sensor, the volts do not drop. the middle wire to the map has no current at all. the other side wire (green with orange stripe) that comes off the map sensor and goes to the ect sensor and has 2.9 volts and the more i pump into it with the vacuum pump, the volts drop as its supposed to during the map sensor test. isnt the five volt wire supposed to drop as you pump pressure? im trying figure if im doing this map sensor test right.
