How Much
Way too much going on in that picture to be able to say for sure. You can see some of the "cosmetic" things but you can't tell if the frame is cracked/bent, what the forks look like or the rear section. Does it run? If it does and there isn't anything wrong with the engine, to be safe, that is all that you are really getting for your $$.

His brother wrecked the bike a few months back and can't ride it no more due to his injuries he just wanted it out of his garage he said he layed it down doin 60 and slid off the road into an inbankment was $600 to much
Just because it doesn't start doesn't mean it won't. In other words, the wreck could have messed up something else that prevents the bike from starting. Like CaBaRet said, you just have to tear it apart and see what you have. If you can get the engine to run, it should be worth the $600.00. Assuming everything else is straight and no cracks, you should have a good candidate for a street fighter build.
Salvage what you can and part it out. You could buy a brand new bike for what it will take to get it back on the road. If you can make the motor run, you might get your money back.
