Sorry it took so long to get back to you on this -
I would remove the windshield, easily done with a phillips screwdriver. You can see the relays through the windshield, as you've discovered - it looks to me that if you remove the windshield, the relays should be easy to change - I haven't had to do it yet, though...

I think I have had the exact thing happen to me (3x times). Unscrew the throttle assembly (2 phillips head screws/ free reg at powersprtspro.com ) - there shoud be 3 leads, wiggle them/ test continuity key on/ key off and if you have a cheap circuit tester it will make it 10x easier / headlight will prob flicker = bad connection (rumor is they come unsoldered under high heat) relays don't go out very often solid state circuitry vs cheap solder under high heat and crazy vibrations

i just looked in there the other day ago and sure enough, theres a wire loose thats becopme un-soldered. so i re-soldered it and still doesn't work. but when i lightly push on the platic plate the wires sit on it flicks back on. seems like the assembley is bad somehow. So i stuffed some paper towels in there to apply some pressure inside there. works 100% now until i get a new asembley.
by the way, how in the heck do i remove the whole piece which has the sarter button and the kill switch?
