I asked my mechanic the same question,
He told me that at some locations, the gearing isn't lined up to slot together. He said
to push the bike forward or backward just a few inches and try again. And this advice
has always worked for me.
Also remember, you have to let the shift lever return all the way up before trying to change.
Those that know the technical answer could elaborate I'm sure, but the seems to work.
Chris.

Yeah, sometimes I forget to downshift to first at the light (i'll be in 3rd or 4th) and can't get the bike to go up or down a gear. I just hold the shifter down and slowly let the clutch out until the gear clicks into place. Sometimes you have to do this with every gear. The rocking back and forth thing I've done before too. It's normal.
