Question Headlight Wiring

First time posting here, as I've searched all over and can't find the answers I'm looking for. I bought my 06 600RR used a few years ago. Previous owner changed to LED headlights, but also rewired so that when the bike is on (low beams should be on) there are no lights on. When I switch to high beam, both lights come on. This has never been a problem for me as I prefer to have both lights on and I lowered the high beam light slightly so I don't blind people too bad. Well, now after taking it to get inspected (at the same place I've gone since purchasing the bike) they failed me..... New inspector, new management etc, etc.

Both bulbs (H7's) were wired together, and tied into the harness on the right side of the bike, a black wire with silver dots and a black wire with a blue stripe. I kept the high beam bulb wired this way and disconnected the low beam bulb. The harness on the left side of the bike revealed a black wire with with silver dots and a black wire with a WHITE stripe, both disconnected and tapped up. I assumed (and also questioned if it could be that easy) that these were my wires to get it back to factory, and the difference in the white stripe vs the blue on the other side was just HI vs LOW beams. No dice....

Low beam does not come, but high beam light does when activated. I have checked bulbs, I swapped the wires on that side, I flipped polarity, switched bulb harnesses and I'm not sure where to go from here. I've seen 7 variations of the wiring diagram so I can't make sense of what "factory" should be. What else could it be? Am I missing something?? I'd prefer getting it back to stock, but honestly I'd just like it to pass inspection!! Any feedback is appreciated!

one of the wires at the headlights will have power only when the high beam is on, and one will have power all the time (USA bikes usually run low-beam when ignition is on. Let that guide you.
