There's no set of RPM rules...if I'm at the track I'm bouncing it off the rev limiter, if I'm in heavy traffic I'll try to keep in in or near the bike's power band for immediate acceleration, if I'm trying to save gas I'll have the revs as low as possible without stalling...it all depends on the type of riding you're doing...
