Default 2003 cbrr 600 overheating

It's about 100 in Phoenix right now. When initially ride the bike the bike stays at a pretty good temp about 200. As soon as I stop at my first stoplight it jumps up to like 225 230. I put the bike in the garage let it idle up once to check and see if the thermostat opened. It went up to about 185 fell back down to 170 then climbed up to 225 when the fan came on it went down to like 218 but never lower. I flushed the radiator system. I've tried everything I just don't know what's going on any suggestions would help.

I had my '07 @ AMP this last weekend. About 100F and bike never went over 200F with constant WOT all day. Hit 124mph on back-straight and chopped off 2s/lap, woohoo!!

How new or old is thermostat?
Have you back-flushed radiator?
Does fan have shroud around blades?
What kind of coolant are you using?
Did you burp system with cap off to remove all bubbles, then topped off?
