Coolant Reserve Tank issue

Hello,
I am a happy owner of 99 cbr f4.Recently I have discovered that reserve coolant tank (the plastic one) was burnt. probably because of a collector being to close to it.I refurbished it , but after final examination before putting it back to bike i found the the ovefill outlet pipe (the one on the top near the cap) was stuck and it seemed like that was done deliberately.
As far as I know this tank should be atmospheric one, meaning it s not intended to hold the pressure, plus there should be a way out if it overfills in case of overheating engine and overfilling the tank itself.Plus there was already a hose on the outlet.After thinking for a while I installed a pipe in place of overfill tube (the plastic was badly bent and could not be repaired).
Now I am wondering whether I acted in a proper manner.As for now everything seems fine with engine temp, although temp rises a bit in city jams, but I think that's natural.
What I want to ask whether this pipe on your bike is hollow or is it stuck in that way and which way should it be?
