what did i get myself into! "new" 95 cbr600

yeah that was my first thought but i peered into the tank and the level is still above the petcocks, ummm, arm i'll call it, the part that sticks up inside the tank. just for a lack of knowing what to do i'll put some more gas in it, only other thing i can think of to try is maybe bypassing the fuel pump. havent had any time to work on the thing in what feels like forever. i have that classic, how-does-it-go-from-working-to-not-working-overnight frustration going on right now!
the two times i took it around the block it felt great, i didnt take it past 2nd though my friend did and he said it felt like there wasnt any power higher up, seeing as im back to trying to get it started again i'm not thinking too much about that but i guess i'll throw it out there, is that likely to be a, the bike hasnt ran in over 5 years it needs to be ran a bit and will tweak itself out, (he said it had almost 2x the power halfway through his short ride, but still felt extremely lacking) or is it more like the carbs will need to be sync'd at a shop?
also, is my problem possibly that its running to rich and fouled my plugs? would that give me these starting symptoms? i have such limited knowledge with the mechanics of engines but my inclination was that its not getting gas all of a sudden, not that its not getting spark, just wondering about possible explanations.
i'll hopefully have some time to work on it over the weekend but i'm just trying to get some ideas about where to start.
