Default Stuttering/Lost HP

So I got my 98 f3 last year.. bike only had 6500 on it, but i put on just under 4000 up to now.. Now that it is winter, i started to troubleshoot why it stutters when it first starts out.. So when Im in first gear and just starting to go, if I open the throtte all the way, it wont go anywhere and eventually the rpm's go to 0 and dies.. does anyone know what would cause this? I thought the carbs were dirty but I checked them and my brother and they were pretty clean. My brother thought maybe the K&N air filter was bringing in too much air and it cant handle it...idk.. Once I get up to the second gear, I can open the throttle all the way and its fine. Ive taken it on some pretty sweet 200/300 mile trips on the country roads and it runs more efficiently but it still has this problem. THe mechanic said the carbs are dirty, or possibly the "pilot jets?" need to be changed, idk.... Any help would be nice, thanks.

I think you might be running lean. I know what you're talking about and it requires pilot screw adjustment. It does the same in neutral and parked i'm guessing?

ya, it does that in neutral where it shuts down.. I was looking at an online manual for the bike and it says adjust the pilot screws if the bike hesitates so next question is where would those be on the bike, the picture sucks in the manual.

That's the bowl drains screws that you're mentioning.

The pilot screws are hidden within a downward projected aluminum tube at the bottom of each carb. To adjust the screws you need to purchase the elbow wrench from Honda. Follow the manual for the tuning procedure.

my bad i was thinking of the f1 carbs the pilots are there on them but have limiter caps so you cant adjust them anyway
