I would get a high-grit sanding sponge and work the bikes frame over with the bodywork removed. Maybe something over 600 grit... ?

It may only be surface rust, but that rust will have removed the frames original protectant so after knocking the rust off you may want to consider that new powder-coated paint job you've always wanted?

You could probably get away with keeping it clean and waxed from here on out and not need a paintjob, just something to consider for whichever you choose.

Thanks for your service, by the way. [sm=americanasmiley.gif]

get some Brillo pads its steel wool with soap in it, and a water hose and goto town, when done with the rust, get yourself some rustoleum primer and start spraying give it a few weeks in primer to make sure the rust does not come back then paint it how you want, or strip the whole bike and have it powder coated.
