According to the F2/F3 manual, you should have your choke on to have the bike idle at 1500-2000 RPM for at least 30 seconds on normal days (normal = 50-90 degrees F). Below 50 degrees, start the bike with the choke on and rev it just a little to help the air flow then leave the bike to warm up for itself.
Like someone stated earlier I think he just likes hearing his exhaust. I let my bike idle at 1500-2000 for about a minute before I take off. It doesn't take longer to warm it up.

My bike is the same way. Pull the choke down and tap the starter, the bike starts right up. I have to usually simmer down the choke because it revs to high while warming up. Free revving any engine when it isn't warmed up is terrible on all the internal components!! As everyone else has said... there is no need to be free revving the bike when it's cold.

My F3 never took five minutes to warm up even when its super cold outside. All he should have to do is start it with the choke on and leave it. After two to three minutes turn the choke down and ride.

Plus revving the bike with the choke engaged is asking for a fouled plug/s!

Without knowing the guy, i would say he's one of those guys who wants to do whatever he wants no matter what anyone thinks. I would tell him "well, its also the neighbors right to call the police for disturbing the peace". I, honestly, after warning him, would tell him that next time, I will call the police. Then, the ball is in his court and he has no one to blame but himself.
