Default Fuel problems?

I have replaced both my fuel filter and pump, and now my bike won't start.
I thought I solved my previous issue, but it seems it is still here.
I have no clue what to check next. It seems like when I am trying to start both with choke on and off, and crack the throttle a bit it completely shuts off the fuel supply.
Any ideas?
I am seriously thinking of getting rid of the bike now since I haven't been able to ride since mid summer.

let me ask you two major things. first. are your fuel lines going to the pump routed right? how about the petcock? is that set to ON? gas in the tank? what was the previous issue? its possible that it still exists.

oh yeah, does your fuel pump tick when the engine is spinning over?

ok so it was a combination of things first: the fuel pump I replaced it with doesn't work, but when I stuck mine back on and bypassed the relay, it works, so I am still using my old fuel pump.
So that leads me to the relay. I currently have a wire shorting out the blk/w and blk/blu wires and the pump works.
What should I do next?
