Default Choke Cable Problems

Just experienced another problem while i was about to take video of my bike running. I tried to pull the choke down to start it since i havent started it since the day before and the choke cable only came down half way. im going to take everything apart and look it over but im just trying to get some ideas here so i can cancel some stuff out real quick. what i think whats happing is that the cable is stuck up.

There is a clamp that holds the choke cable in place under the airbox. Remove the tank and the airbox and you will be able to see the choke cable running from the left around to the right hand side. There is a phillips head screw that holds a simple curved clamp on the choke cable that holds it in place and can be used to adjust the travel of the connecting bar to all four carbs. It is not an actual choke plate system, but an enrichment circuit.
